Doug Hibshman is a partner in Fox Rothschild LLP’s Federal Government Contracts and Procurement, Construction, and Infrastructure Practice Groups. He has an international federal government contracts and commercial construction/infrastructure practice with a focus on prosecuting and defending complex claims.
Doug is a Lieutenant Colonel in the Marine Corps Reserve and advises Marines and commanders on operational law issues.

Doug represents service providers, manufacturers, construction contractors, suppliers, architects, engineers, and consultants in all manner of contracting issues and disputes, from the very formation of a contract to litigating complex disputes regarding the administration or breach of a contract. Specifically, Doug advises clients on: drafting subcontracts / supply contracts / purchase orders / teaming agreements / joint venture agreements / and other contract documents; understanding the complex federal procurement process; litigating federal, state, and local bid protests; preparing and litigating complex requests for equitable adjustments and contract claims; understanding and litigating issues related to the complex SBA small business rules, to include filing and defending against SBA size protests, HUBZone and SDVOSB status protests, and many other SBA procedures; defending against False Claims Act allegations and conducting internal fraud investigations; mitigating, negotiating, and litigating fraud claims / qui tam actions; managing suspension and debarment actions; providing federal ethics and compliance training; establishing internal, anti-fraud control systems; managing Organizational Conflicts of Interest (OCI); providing export compliance / ITAR solutions; providing advice on the Buy American Act, Davis-Bacon / Service Contract Act, DCAA audits, the Cost Accounting Standards (CAS), and other federal laws and regulations; representing clients in all manner of litigation against government agencies, owners, contractors, subcontractors, suppliers, sureties, and other parties involved in the contracting process. Doug has a Top Secret security clearance and represents clients with classified bid protests/contract claims.

Doug also represents owners, contractors, subcontractors, and suppliers in all manner of government and commercial construction and infrastructure project issues, to include contract disputes, contract drafting, construction defects, liens, bond claims, and contract disputes.
